Chapter 10 - THE MAN BETWEEN THE CITY AND THE WALLS

The childcare center closed two classrooms voluntarily.

Inspectors found missing firestopping around utility penetrations and wall assemblies documented under Martin Sloan’s seal. The building was not in immediate danger of collapse.

In a fire, however, smoke could travel beyond the zones shown in its safety plan.

The language felt painfully familiar.

No one exaggerated the threat.

No one minimized it either.

Martin’s widow, Evelyn Sloan, contacted investigators after seeing the report. She brought an external drive Martin had kept inside their home safe.

Before his stroke, Martin had discovered his professional credentials were being accessed through the city’s contractor portal.

He changed his password.

The unauthorized certifications continued.

An email from Calvin Rusk read:

Martin, these are administrative renewals. No physical inspection is required. Delaying occupancy harms families more than correcting paperwork later.

Martin answered:

A seal is not paperwork. It states that I examined work I have not seen.

Rusk never replied.

Three weeks later, Martin’s portal account was reset from a terminal inside Rusk’s office.

Evelyn had reported it.

The city classified the matter as a cybersecurity incident and closed the review after Rusk claimed the terminal served multiple departments.

Mercer had not created the entire system.

It had entered a system that already understood how to turn delay into permission.

Northline issued a public statement accusing me of using an old marital dispute to attack a legitimate lender. It released a short recording from an Alderstone meeting held months before the wedding.

My voice said:

The clip ended there.

For several hours, the statement spread faster than the explanation.

The judge issued a preservation order instead.

Investigators searched Northline’s offices.

The blue box was gone.

They found empty foam shaped for a rectangular container, copies of Harbor House floor plans, and photographs of residents entering the property.

One photograph showed the little girl from breakfast beside her mother.

The child’s face had been circled.

I wanted every Northline employee arrested before nightfall.

Residents were given choices: remain with added security, move temporarily to confidential housing, or stay with trusted family. No one was ordered out for convenience.

Most chose to relocate.

The little girl’s mother stayed.
