Chapter 12 - Social Security does not follow the family court instantly

Gloria remained Lizzy’s Social Security representative payee even after Lizzy came to live with me.
For three weeks.
That outraged me.
Claire explained:
“Different agency.”
Family court order did not automatically rewrite federal payee records overnight.
We submitted:
Placement order.
DCF letter.
My identification.
Bank information.
Gloria was required to report that Lizzy no longer lived with her.
Did she?
Eventually.
Five days late.
During that period, one survivor payment of $1,520 entered the old care account.
Gloria did not spend it.
Good.
She left it.
SSA later redirected future benefits to a dedicated account with me as new representative payee after review.
Could I spend it however?
For Lizzy’s needs.
I had to keep records.
Suddenly I understood how easy it was to blur:
Groceries.
Rent.
Gas.
Child expenses.
Household expenses.
I bought Lizzy a new bed.

Clearly hers.
Then groceries.
My grocery bill rose about $110 weekly.
Could survivor benefits cover a share?
Yes.
Then rent.
My two-bedroom apartment cost more than my old one? Same apartment, already had spare room. Could I charge Lizzy rent?
Not literally.
But SSA can consider food/housing share.
I refused at first.
Claire said:
“Do not perform sainthood with her money either.”
“What?”
“Lizzy’s benefits exist to support Lizzy. You don’t have to impoverish yourself to prove you’re different from Gloria.”
That stopped me.
We built a simple monthly budget.
Food share.
Clothing.
School.
After-school.
Medical.
Savings.
Transparent.
No hypothetical caregiver salary.
Then Harbor.
Because temporary guardian changed, monthly $3,100 automatic distribution remained suspended.
Instead I submitted actual expenses for direct payment/reimbursement.
Awkward.
Slower.
Safer.
Evan asked:
“Do you want recurring support restored?”
“Eventually.”
“Amount?”
“I don’t know yet.”
Good answer.
Then school.
Lizzy moved schools? My apartment was in same district? Better keep same school to reduce disruption. I lived twelve minutes away and within boundary? Maybe yes.
I adjusted commute.
She stayed.
Teacher Mrs. Bennett? Avoid surname confusion. Mrs. Hall.
Mrs. Hall reported:
Lizzy arrived with snacks hidden in backpack pockets.
Not stealing.
Saving.
She became anxious when lunch ended.
School counselor made no spectacle.
Allowed an extra snack box.
Then one afternoon Lizzy brought home an untouched granola bar.
I smiled.
“Not hungry?”
“No.”
A small thing.
Then Gloria requested supervised contact.
DCF said not yet.
Why?
Forensic investigation ongoing.
Lizzy became visibly distressed at suggestion.
Evaluator not finished.
Walt separately requested to send a letter.
Dr. Lane allowed one screened letter.
It said:
Lizzy, I should have opened the door.
Good start.
Then:
I love you. You did nothing wrong by calling Aunt Natalie.
No:
Grandma made me.
No:
Adults disagree.
No request for reply.
Lizzy read it.
