No headline-worthy penalty.
The real penalty was smaller scale and lost trust.
Then new center budget:
$17 million initial build-out instead of $31 million.
Use existing hospital space plus renovation rather than freestanding monument.

Spinal injury recovery.
Chronic pain.
Gait disorders.
