Chapter 8 - the person above Paul

Owen contacted Michael directly.
The call came at 1:07 a.m.
“You found the farmhouse.”
Michael stood.
“Where is Rachel?”
“Alive.”
“Put her on.”
“I can’t.”
“Then I’m done listening.”
“You listen if you want her to stay alive.”
Michael’s hand tightened around the phone.
Detective Brooks signaled tracing.
Owen continued.
“I moved her because Vanessa’s location was compromised.”
“You knocked Vanessa unconscious?”
“No.”
“Someone did.”
“Who?”
“The same person following me.”
“Who?”
Owen exhaled.
“Paul’s boss.”
“Paul runs the regional division.”
“Not this operation.”
“What operation?”
Silence.
Then:
“Catastrophe acquisition.”
The fraud was not only inflated insurance claims.
Certain properties suffered repeated damage.
Owners became exhausted.
Insurance payments stalled.
Contractors filed liens.
Then shell companies purchased homes or land cheaply.
Derek’s restoration company created or exaggerated conditions.
Paul manipulated claim timing.
Compromised officials slowed complaints.
Properties fell into distress.
Someone acquired them.
“Who?” Michael asked.
“Search Blue Lantern Holdings.”
The call ended.
Blue Lantern owned dozens of parcels across Virginia.
Many purchased after insurance disputes involving Shaw Restoration.
Beneficial ownership traced through layers.
Final controller:
Eleanor Vale.
Michael did not know her.
Thomas Bennett did.
He looked stunned when Lena showed the name.
“She was Guardian Atlantic’s general counsel.”
“Was?”
“Retired six years ago.”
Except she had not truly retired.
Eleanor formed Blue Lantern afterward.
She had known Paul since he was junior staff.
She knew policy loopholes.
She knew claim timing.
She had relationships with judges, contractors, adjusters.
The operation began before Derek ever started his company.
Paul did not build it.
He joined it.
Derek became useful.
Owen discovered one branch.
Rachel followed.
Eleanor had the most to lose.
Where was she?
Public record said Florida.
Travel data showed she returned to Virginia two weeks ago.
She rented a house under an LLC.
Police found it empty.
Burn barrel outside contained shredded documents.
One intact corner:
RACHEL BENNETT — EXPOSURE LEVEL HIGH.
Michael stared.
Rachel had become a risk category.
Another line:
CHILD WITNESS.
Emily.
His fear turned into rage.
“She knows about Emily.”
Lena nodded.
“We’re increasing protection.”
Michael refused to leave Emily alone.
Owen called again.
This time Rachel was allowed to speak.
“Michael?”
His knees nearly gave way.
“Rachel.”
“I’m okay.”
“Where are you?”
“I don’t know.”
“Is he hurting you?”
“Owen?”
“Yes.”
“No.”
Michael closed his eyes.
“Then why won’t he bring you in?”
Rachel hesitated.
“Because he thinks someone inside law enforcement is still feeding Eleanor.”
“Marsh is gone.”
“He says there’s another.”
“Who?”
“He won’t tell me.”
Owen took the phone.
“Because I don’t know.”
Michael snapped:
“Then you’re holding her based on paranoia.”
“Paranoia kept me alive eleven months.”
“You put her in restraints.”
Silence.
Rachel answered from the background:
“He did at first.”
Michael’s anger exploded.
Owen said:
“I thought she might be working with Derek.”
“You tied her to a chair.”
“Yes.”
“And now?”
“She’s free.”
Rachel confirmed it.
Again, survival did not make Owen’s choices acceptable.
But the picture was complex.
Owen promised to release Rachel once he verified one location.
“What location?”
“The old county records annex.”
Why?
Eleanor had stored property transfer originals there before digitization.
Owen believed a ledger existed tying Blue Lantern directly to manipulated claims.
Lena prepared a covert team.
Owen insisted Michael not come.
Michael ignored him.
Lena did not.
“You stay with Emily.”
For once, that ended the argument.
The annex search began before dawn.
No ledger.
But inside a locked records cage, officers found recent fingerprints.
Eleanor Vale.
Paul Mercer.
And Rachel Bennett.
Rachel had been there before disappearing.
She already knew about the archive.
Then Lena found a hidden camera.
Footage from four days earlier.
Rachel entered alone.
Opened a box.
Photographed documents.
Then someone stepped behind her.
An elderly woman.
Eleanor.
Rachel turned.
They spoke.
No audio.
Eleanor handed Rachel an envelope.
Rachel read it.
Then left freely.
Michael stared.
“They met.”
“Yes.”
“Rachel never mentioned this.”
“No.”
The envelope itself was later found in Rachel’s recovered purse.
Police had assumed it was empty.
Under forensic light, pressure marks revealed what had been written on the missing page.
YOUR FATHER STARTED THIS WITH US.
Michael looked toward Thomas Bennett.
Rachel’s father had admitted knowing Owen.
Knowing Paul.
But Eleanor’s message claimed something far older.
Thomas had not merely discovered the network.

He may have helped create it.
👉 The woman above Paul had met Rachel secretly before she vanished—and her message accused Rachel’s own father of helping build the property scheme decades earlier.
