Lily sat against the wall with her wrists bound.

Claire Voss stood behind her holding a phone and a narrow blade.

Officer Brooks ordered her to drop it.

Claire smiled.

“You’re very late.”

Police surrounded the room from both entrances. Sarah remained upstairs with Emily and Jack, watching through Brooks’s body-camera feed only because Lily insisted she remain connected.

Claire held the phone near Lily’s face.

“Tell your sister to send the original audio.”

“You already have the ledger,” Lily said.

“The ledger can be called financial error. The audio proves intent.”

“It also proves you selected Mike.”

Claire’s composure slipped.

She had spent years ensuring no document stated clearly what Everstead did. Employees acted through recommendations, risk assessments, and emergency procedures.

The audio reduced the entire system to one sentence:

Officer Brooks moved one step closer.

Claire pressed the blade against Lily’s sleeve.

“You think arresting me saves anyone? Everstead is in hospitals, schools, courts, transport companies, shelters. Families sign themselves into it every day.”

“Then you can explain that to a jury.”

Claire laughed softly.

“Juries prefer villains with simple motives. I built stability.”

“You built fraud.”

“I prevented children from being trapped with adults who could not manage them.”

“You created the crises you claimed to solve.”

“Sometimes families reveal themselves only under pressure.”

Sarah heard the same philosophy Mike used.

Lily shifted her wrists against the restraints.

Claire glanced down.

The distraction was enough.

Officer Brooks moved.

Lily threw herself sideways as police crossed the room. Claire attempted to reach the narrow rear passage but was forced to the floor and handcuffed.

Lily was rescued for the second time.

Mike remained missing.

Claire refused to say where he had gone or whether other Everstead administrators remained active.

The underground files documented decades of staged abandonments, custody transfers, and identity theft. Many victims believed family members had betrayed them when Everstead had manipulated evidence on both sides.

The building camera system was part of the original model.

Sarah brought Emily and Jack downstairs only after the room was cleared. Emily saw the old mattress and tightened her grip on the pink blanket.

“Did Mommy sleep here?”

Officers searched the rear passage again.

No person remained, but a speaker had been hidden inside the bricks. It played recordings of children crying, doors closing, and adults arguing.

The sounds were used to create false background audio for emergency calls.

One recording matched Lily’s first voicemail.

The laughter at the beginning had not been hers.

Claire had added it from a family video to disguise the message if Mike discovered it.

Lily had copied Claire’s own technique to send the warning.

Police recovered Claire’s phone.

The most recent outgoing message went to Mike:

The first family has failed. Activate Sarah’s custody review.

Sarah looked at Officer Brooks.

“What custody review?”

The answer arrived within the hour.

A court petition had been filed declaring Sarah financially compromised and emotionally unstable. It requested immediate removal of Emily and Jack from her care.

The supporting documents included the fraudulent accounts, the marked cash, and video of Sarah shouting inside the police station.

The proposed emergency placement agency was not Everstead.

It had another name.

But its registered address matched an Everstead office in another state.

Claire’s arrest had not stopped the system.
