His daughter, Grace, was eleven.
Blackridge had taken her mother before the Romania operation and forced Noah to continue working as a field asset. After the mission failed, the company told him Grace died in a fire.
Two months earlier, Wade showed him a current video.
Grace was alive inside a Blackridge residential program.
“He used Tommy to carry messages,” Noah said.
The two hidden rooms shared a ventilation passage. Tommy learned basic hand signals from Noah and brought him food when Wade was away.
Noah told the child about Grace.
Tommy promised to help.
“That is why Wade drugged him harder,” Diane whispered.
Noah blamed himself.
Grant did not excuse him.
“You left Ava in that tunnel.”
“Fiona was supposed to release her.”
“You aimed a gun at a detective.”
“They move children every time police get close.”
Ortiz retrieved her weapon.
“You will still answer for what you did. But first we find them.”
The chapel archive contained Grace’s current file.
Her patient designation was G-11.
Her location matched the Philadelphia freight terminal.
Tommy and Grace were being transported together.
Rusk intended to exchange them for the archive key, then move both children through a private medical flight.
The key opened more than the chapel.
It unlocked an encrypted Blackridge ledger naming government officials, physicians, judges, and contractors who maintained the detention network.
Ava still had the key.
She had only pretended to throw it down the warehouse drain. During the blackout, she hid it inside the seam of her bruised-knuckle bandage.
Grant felt pride and fear in equal measure.
“You tell me before you do something like that.”
“You were surrounded.”
“You are twelve.”
“And Tommy is seven.”
Her answer silenced him.
At the freight terminal, police established a perimeter without activating ordinary dispatch channels. Blackridge had already demonstrated access to police, hospitals, and detention facilities.
Grant, Noah, and Ortiz entered through a maintenance gate.
Diane remained with Ava in an armored vehicle.
A live video showed Tommy and Grace inside a refrigerated cargo office. Wade guarded the door while Rusk prepared two syringes.
Fiona appeared on the upper walkway.
She aimed a rifle at Rusk.
For several seconds, no one understood whose side she had chosen.
Then she fired.
The bullet shattered Rusk’s medical case.
Chaos erupted.
Grant rushed Wade.
Noah broke the children’s door.
Ortiz called the tactical team forward.
Fiona dropped from the walkway and seized the encrypted key from Ava’s hand as the girl entered behind Diane.
“You were told to stay in the vehicle!” Grant shouted.
Ava pointed toward Tommy.
“He called me.”
Tommy had used a stolen radio to tell her Grace’s door was wired to the key.
Fiona inserted it into the terminal.
The lock released.
Tommy ran into Diane’s arms.
Grace reached Noah.
For one brief moment, both children were free.
Then the freight-terminal speakers activated.
Everett Holloway’s voice announced:
“Transfer protocol failed. Erase all dependent files.”
A countdown began.
Fiona stared at the terminal.
“If the files erase, every hidden child disappears on paper.”
“And if you stop it?” Ortiz asked.
“The system releases their locations.”
Grant moved toward the screen.
“Do it.”
Fiona shook her head.
“It also releases the nerve-agent formula Noah protected.”
Blackridge had built another impossible choice.
Expose the children and expose a weapon.
