Samuel stared at the image.
“I never approved that meeting.”

Eliza may have been raised under a Cross identity inside Samuel’s network.
The connection between the families was deeper than marriage.
Daniel entered with a facial-comparison report.

Monica might be Eliza Whitlock.
Samuel’s closest legal adviser was Ethan’s biological sister.
