Chapter 22 - THE DOCTOR WHO SIGNED THREE DEATHSDr. Samuel Kline requested a cooperation agreement.
Prosecutors offered consideration, not immunity.
He began with Robert Mercer.
Kline supplied Diane with pills intended to weaken Robert during the forced signing. After Catherine administered the reversal drug, Whitmore ordered Kline to sedate her and then Robert.
Kline knew Robert’s heart had become unstable.
He injected him anyway.
He signed a false death time and certified natural cardiac failure.
The second false death was Catherine Hayes.
Elmer placed her under memory treatment after Robert died. Kline used drugs that disrupted recall, then signed a document stating Catherine died during a classified relocation.
She was moved under a controlled identity instead.
The third death was Marjorie Lane.
She remained alive, but Kline repeatedly renewed records describing her as deceased so no adoption inquiry could reach Rachel.
“You signed people dead while speaking with them,” Rachel said during the deposition.
“Yes.”
“Did that become easier?”
Kline looked toward his hands.
“Yes.”
He provided access to the largest Harbormaster medical site, a former rehabilitation hospital outside Richmond.
Investigators found nine living service members and spouses under altered identities. Some had been protected from real threats. Others had been kept after requesting release because their benefits, property, or testimony remained useful.
One man, Lieutenant Paul Harris, had lived there for fourteen years after being declared missing in a training accident. His wife remarried after receiving a death notice.
Paul wanted contact.
His adult daughter did not immediately agree.
Correcting a record did not force a reunion.
Another patient, Teresa Cole, chose to retain her current name because the family she escaped remained dangerous.
She requested independent treatment but no public restoration.
Each person received separate counsel.
Kline’s records also contained memory-treatment videos. Catherine watched only the portions required to understand Robert’s death.
She refused the rest.
“I know Elmer used the treatment to control me,” she said. “I do not need every moment of confusion displayed to prove it.”
Emily supported the choice.
The criminal archive preserved evidence under seal.
Kline claimed he continued working because Elmer threatened his husband. Investigators found genuine threats during the first three years.
His husband had moved safely to Canada afterward.
Kline continued for sixteen more years, received large payments, and purchased two coastal properties.
Coercion explained the beginning.
Profit explained part of the continuation.
The state medical board revoked his license immediately. His criminal trial would address homicide conspiracy, unlawful confinement, medical assault, fraud, and evidence destruction.
Before the deposition ended, Kline explained why Elmer wanted Emily on the container ship.
Harbormaster’s oldest charter required a living independent beneficiary to approve dissolution. Elmer could not control Mercer Coastal permanently through Whitmore or Rachel.
He needed Emily’s signature—or a medical declaration that she lacked capacity.
The sedative kits were intended to place her inside the Richmond facility under a new identity. A generated evaluation would declare her incapable. Elmer would become emergency custodian of the network.
Emily looked toward Jake.
“I spent eleven months being told I was unstable inside my own house.”
Jake answered, “And now the same accusation is being moved into an institution.”
“Then we do not let the next case depend on whether I appear calm.”
Her bruises, recordings, financial files, and witness statements already existed.
Emily’s credibility would not be measured by how perfectly she performed recovery.
The Coast Guard boarded the container vessel.
They found no Elmer.
Only the twenty-four sedative kits and a recorded message.
The ship was the test. The real transfer began at Robert Mercer’s funeral.
Rachel searched the old funeral records.
A cremation attendant named Thomas Gray had disappeared the following morning.
His current biometric profile matched Elmer.
