“Sarah has spent eleven years blaming everyone who survived.”
Sarah strained against the restraints.
“You changed Anna’s inspection schedule.”
“I moved it because the plant manager threatened to destroy her evidence.”
“You told her the midnight shift was safer.”
“It should have been.”
David laughed.
“You both still pretend the collapse was an accident.”
Marcus looked at him.
“What did you do?”
David had approved the counterfeit bolts, but he had not expected Section 17 to fail that night. Halcyon planned to replace the worst components before a federal inspection.
Anna discovered the serial mismatch and copied the shipment list.
Claire ordered her to remain inside until lawyers could secure the documents.
David realized that if Anna testified, the counterfeit scheme would expose him.
He disabled a temporary support brace and accelerated the failure.
“You killed eight people to destroy one witness,” Marcus said.
David’s face remained calm.
“I prevented a scandal that would have closed five factories.”
“Eight people were not a calculation.”
“They were already standing inside a condemned structure.”
Sarah shouted, “Because your report called it safe.”
David raised the flare gun.
Nora’s officers aimed from the entrance, but the chemical drums made a shot dangerous.
Claire moved toward the side control panel.
She claimed she could unlock the emergency exit.
Sarah warned Marcus.
“She is trying to flood the foundation vault.”
A sealed chamber existed beneath Section 17. Anna had hidden her original laptop and physical shipment records inside an inspection conduit shortly before the collapse.
Caroline gave Sarah the laptop retrieved from Anna’s apartment.
But a second device remained below the plant.
Claire had spent eleven years trying to locate it.
David kidnapped Sarah because she decoded Anna’s final message.
The rusted fragment inside Lily’s cast was not only proof of counterfeit material. Its serial number formed part of the vault coordinates.
Marcus understood why David needed it intact.
He had hidden it inside Lily while moving Sarah to Riverton, intending to retrieve it after forcing her cooperation.
Sarah looked at Marcus.
“442B means four levels, forty-two feet east, section B.”
Claire reached the flood controls.
Nora ordered her to stop.
Claire pressed the switch.
Water surged through the lower foundation channels.
David turned toward the sound.
Sarah drove the chair backward into his knees.
The flare gun discharged.
The flare struck the steel walkway instead of the drums, showering sparks across the room.
Marcus ran toward Sarah.
An officer tackled David.
Claire disappeared through the side door.
No final arrest occurred; the room remained too unstable, and the flood alarms drowned every command.
Marcus cut Sarah’s restraints.
“Lily is safe.”
Sarah collapsed against him.
“Did she get the note to you?”
“Yes.”
“The second cast?”
“We found the card.”
Sarah began crying for the first time.
Nora ordered everyone out before the foundation flooded.
Sarah refused.
“Anna’s evidence is below us. If the vault fills, Claire destroys the only proof connecting Halcyon to the collapse and the missing children.”
Marcus looked toward the water rising beneath the floor grates.
His sister’s final work lay somewhere below.
So did evidence needed by families who had spent years believing their children were dead or abandoned.
He followed Sarah toward the foundation ladder.
Behind them, David shouted from the officers’ grasp.
“You open that vault, and Marcus learns why Anna used his medical credentials.”
Marcus stopped.
Anna had not worked in medicine.
